Moderate Income Housing 101: Public vs. Private Balance
Affordable housing has become a pressing issue in many cities across the United States. In 2023, the Texas legislature adopted HB 2071, which significantly impacted the ability of private developers and governmental entities to receive ad valorem tax-exemptions for moderate income housing projects through the use of public facility corporation.
Legislation has been introduced this session regarding the use of similar structures for housing finance corporations. This session will discuss the implications of the new and proposed law and how developers and governmental entities are approaching this market segment.
