PHA Self-Development and Capacity Building: From Passive Partner to Active Developer

Public Housing Authorities are increasingly expected to manage complex redevelopment, modernization, and repositioning efforts—yet many remain structurally dependent on external developers to move projects forward. This session explores what true PHA self-development and capacity building looks like in practice, beyond buzzwords and aspirational plans.

Participants will examine how PHAs can incrementally build internal development capacity while remaining compliant with HUD requirements and procurement rules. The discussion will cover staffing models, consultant strategies, internal systems, and project sequencing that allow agencies to retain control, reduce risk, and avoid long-term dependency on private partners. Attendees will leave with a realistic roadmap for transitioning from passive participation in development deals to an active, owner-driven development role.
